Pre-Disaster Phase
- Enhancing awareness of the community about prevention, mitigation, preparedness and immediate individual and community response. In order to be able to do that, awareness workshops, training and publication of material in hard copy and soft copy form. Training can be imparted by qualified members of the organization only.
- Conducting Hazard, Vulnerability and Risk analyses by experts in the organization.
- Suggest possible preventive and mitigation measures.
- Recommending preparedness regimes at all levels.
- Find innovative ways through research to deal with problems in all phases.
During Disaster Phase
- Immediate Rescue to assist the government rescue agencies and where government agencies are not available, to conduct simple immediate rescue independently (within the organizational capability).
- Provision of Immediate Relief in terms of First Aid, Primary Medical Aid, Sheltering, Provision of Food and Water and Essential Goods. Deliberate Relief is for the Government to undertake and hence the organization (DiMaRF) needs to decide on “Exit Policy”, after the situation is stabilized and the Government Agencies get coordinated.
Post Disaster Phase
- In this phase, some help may be given to the community, if the resources permit.
General Projects
- Non-Profit-making projects like tree plantation, constructing check-dams etc can be conducted. The WC should refrain from filling tenders for any government tasks as the experience says that many of the government officials are in the habit of seeking kickbacks. Also, the Guarantee Money amount is inaffordable.
